我国气象文化建设取得的成就使得气象文化成为一个令人瞩目的文化建设发展领域。但在气象文化对经济社会发展和民生的作用日益凸显的形势下重新审视气象文化建设,可以发现现今气象文化的内在缺陷和气象文化建设的局限性——不能满足社会经济发展和改善民生的需要。气象文化建设需要理论创新和实践变革。理论创新的重点是构建社会性气象文化的大概念,实践变革则要变革建设主体,并采用统筹兼顾、和谐联动的建设方式。

The achievements made by the construction of meteorological culture make meteorological culture be a remarkable field of cultural construction and development. Meteorological culture has played an increasingly important role in economic and social development and human life. However,after re-examination of the construction of meteorological culture,it is found that there is the inherent weakness of meteorological culture and its limitation. The limitation is that it can not meet the demand of social and economic development and people's livelihood. Construction of meteorological culture needs theoretical innovation and practical changes. The focus of theoretical innovation is to build a large concept of social meteorological culture. Practical changes need changing the main subject of construction and making use of the construction methods of integration and harmonious coordination.
