建设高教强国是我国高等教育发展的阶段性和规律性的必然体现,是我国高等教育自身发展的迫切需要。建设高教强国必须遵循科学发展观,实现高等教育质与量的和谐发展与统一。
Abstract：Building a power of higher education is the inevitable embodiment of the stage and regularity of development of China's higher education and urgent requirement of the development of China's higher education.To build a power of higher education,we must follow scientific outlook on development and realize the harmonious development and unity of quality and quantity of higher education.
