建设高等教育强国有两个主要方面:一是建设若干所世界一流大学和一批高水平大学;二是建设若干高等教育强省。江苏省作为在全国经济与社会发展领先的省份,应该率先在全国建设成为高等教育强省。为此,新世纪的江苏省高等教育改革和发展的重点应该是调结构、强内涵、保质量、上水平。

To realize the transformation from large country to a power of higher education is the primary objective of development of China's higher education in the early 21st century.There are two main aspects of building a power of higher education as follow:to build several world-class universities and high level universities and build several strong provinces of higher education.As a leading province in national economy and social development,Jiangsu province should take the lead in becoming a strong province of higher education.Therefore,the focus of reform and development of higher education of Jiangsu province should be adjusting structure,strengthening connotation,guaranteeing quality,and promoting standards in the 21st century.
